When Must a Crash Report be filed with the Registrar? M.G.L. Chapter 90, Section 26 requires a person who was operating a motor vehicle involved in a crash in which: (i) any person was killed or (ii) injured or (iii) in which there was damage in excess of $1,000 to any one vehicle or other property, to complete and file a Crash Operator Report with the Registrar within five (5) days after such crash (unless the person is physically incapable of doing so due to incapacity). The person completing the report must also send a copy of the report to the police department having jurisdiction on the way where the crash occurred. If the operator is incapacitated but is not the vehicle's owner, the owner is required to file the crash report within the five (5) days based on his/her knowledge and information obtained about the crash. ACADEMIA DE POLICIA DOS CIDADÃOS A academia de polícia de nossos cidadãos espera mostrar aos alunos como é a vida de um policial, não apenas em Martha's Vineyard, mas na cidade de Tisbury. CONNECT to end Violence is a program of Martha's Vineyard Community Services that provides 24-hour free and confidential services to survivors of domestic and sexual violence. CONNECT'S WEBSITE Vineyard House provides housing for Island men and women in need of a safe structured living environment while they are in the early stages of recovery from alcohol and drug addiction. In 2014 we moved into a new specially designed sober living community with separate houses for men and women, an administration building, and 12 step meeting rooms to provide the support residents need while renewing responsibilities to themselves, their families and the community. VINEYARD HOUSE WEBSITE New Paths is a structured outpatient addiction program for adults who seek alcohol, drug and behavioral addictions recovery and who may also experience co-occurring mental health disorders. New Paths begins with a philosophy that everyone can reach their recovery goals. The program offers daily structured groups, individual sessions, family education sessions and psychiatric services. NEW PATHS WEBSITE Elder Services provides a variety of programs and services to assist seniors, their families, and other members of the community. Our goal is to help elders maintain their well-being and independence and to assist caregivers seeking information and support. ELDER SERVICES Children’s Cove staff facilitates an under-one-roof collaboration of social and legal agencies to protect, treat and counsel child abuse victims and their families, and to investigate and prosecute the abusers. CHILDREN'S COVE We put behavioral health front and center, providing assistance to people with substance abuse issues, addictions, eating disorders, and mental health concerns. Every facility in the Advanced Recovery Systems network strives to provide the highest quality of care, using evidence-based therapeutic models that really work. ADVANCED RECOVERY SYSTEMS WEBSITE The Department of Children and Families has worked diligently to build a strong system for protecting children and families across the Commonwealth. Recent enhancements include hiring more than 550 new employees in 2014 and distributing nearly 2,400 iPads to help social workers access case information remotely and report information on families more efficiently. Chief Chris Habekost Chris was raised on Martha’s Vineyard and has lived here since 1973. Chris previously worked for the Edgartown and West Tisbury Police Departments and started as a Special Police Officer in Tisbury in 1998. Chris was selected as a full-time recruit officer in July of 2003 and subsequently graduated from the Weymouth regional police academy in March of 2004. Chris was promoted to the rank of Sergeant in 2012 and then interim Chief in July of 2021. Chris lives in Edgartown with his wife Marcela and their three children, one of whom has special needs. Chris is active with his family’s lifestyle and activities and enjoys spending time on home improvement and classic truck restoration.

FINGERPRINTING The Tisbury Police Department offers fingerprinting services for island residents and visitors. Fingerprints are sometimes required when applying for certain jobs, passport applications, volunteering opportunities, internships, government related endeavors, etc. Applicants must provide a valid photo ID at the time of service and indicate what agency you are being fingerprinted for. Currently there is no fee for fingerprinting services. Fingerprint services are available most Mondays-Fridays 8a-4p by appointment. For questions or further assistance, please call 508-696-4240. Bill, his wife and daughter have enjoyed visiting Martha's Vineyard for over 20 years. Recently he and his family moved and became full time residents of the Island. Bill began his career in law enforcement in 2000 with the Dedham Police Department where he worked for 6 years. After buying a home in Franklin MA, he transferred to the Franklin Police Department where he worked as a patrolman for 6 years, then an additional 7 years as Sergeant. Bill and his family enjoy the outdoors, fishing, boating, and are very involved with their daughter’s Equestrian career. Lieutenant Bill Brigham
